Art Jacobs submitted 9 items for correction on the Constitution & Bylaws 60 day before the
2015 Reunion.  This is required for any changes to be made in the C&BLs.  The 9 items best
description would be called
LOOP HOLES.  This list is below:
Proposed Changes to the 2013 Association Constitution & By-Laws:

1.        
Dues: Since it was voted upon that there would no longer be any annual
dues, all references to “dues and being dues-current” or collecting dues are to be
eliminated. This occurs eleven times. Additionally, Article VI, Section 2, Dues Year,
Paragraphs A, B, and C to be deleted. Also, Article VII, Section 1, Paragraphs A, B,
and C are to be deleted, and Paragraphs D, E, F, and G (Corporate Membership)
are revised accordingly.
2.        
Constitution: (Page 3), Association Officers, Item 3, Executive Council, “all
living Past Presidents” changed to “all Past Presidents.” (this should also done in
Article IV, Section 1, Paragraph A, sub-section 7).
3.        
Annual Business Meeting: Article III, Section 3, Paragraphs D, E, and F;
Corporate, Associate, and Honorary Members can be invited by the President to
present at the Annual Business Meeting, but only for that portion of the meeting and
then must leave, so the phrase “apart from the meeting” has been added to those
paragraphs.
4.        
Executive Committee: Article IV, Section 1, Paragraph C, the Association
President should convene a quarterly business meeting (this can be done informally
via telephone or computer) to discuss any pertinent news or annual reunion updates.
The word “quarterly” has been added.
5.        
Officer Duties: Article IV, Section 3, Paragraph B, wording will be added
from the After Action Report from the 2012 Nashville reunion regarding the President
being responsible for the reunion agenda (in coordination with the Reunion
Chairman), the agenda for the Annual Business Meeting (in coordination with the
Executive Committee), and providing a quarterly message to the webmaster (The
President’s Corner) updating the general membership on any Association business,
events, news, and progress on the next reunion.
6.        
Parliamentarian: Since it was voted upon and approved in Orlando, Article
IV, Section 3, Paragraph H will be added detailing the responsibilities of the
Association Parliamentarian (maintaining the C&BL’s, keeping a copy of Roberts
Rules of Order, interpreting business meeting procedures for proper order, advising
the President and Executive Committee on recommendations to improve or update
the C&BL’s). Additionally, the Parliamentarian will be added to the Executive Council
(not the Committee).
7.        
Trustees: Article IV, Section 6, Paragraph A; wording will be added to the
Succession Plan to note that the two most recent Past Presidents will act as
Association Trustees and sign off on the financial statements.
8.        
Business Meeting: Article V, Section 1, Paragraph A will match the
President’s duties in Article IV by stating that the President (the Executive Committee
Chairman) will be responsible for the agenda at the Annual Business Meeting.
Section G will have wording added that the Parliamentarian shall have a copy of
Roberts Rules of Order.
9.        
Amendments: Article VIII, Section 2, Paragraph F shall note that the
Parliamentarian updates the C&BL’s.

Subject: Business Meeting and C&BL's

To the 15th Medical Battalion Association Executive Committee,

Gentlemen:

I am formally requesting an agenda item be added to the Annual Business Meeting, to
entertain a motion for, discuss, and vote on some changes to the Constitution & By-Laws.

These are wording changes to the existing document versus new amendments, which I will
forward to you in another email soon, and primarily revolve around the following topic areas:

- Clarifying the wording for job descriptions for some of the elected officers and those
appointed by the President.
- Clarifying the duties and obligations of the Reunion Chairman (mostly simple checklist items
that were included in the Reunion Chairman’s Binder being passed down that were not listed
in the C&BL’s).

My original efforts in updating the old C&BL’s (over 10 years old and neglected) two years
ago, and my continuing efforts as the Association Parliamentarian, have solely been to make
sure that we have a clear, comprehensive, and professional document to support our primary
mission, which is the social gathering of our brotherhood.

It would be nice to not have to think about all the necessary policies and procedures, but
when we have certain legal and financial responsibilities that cannot be ignored.

That would come under the heading of new business and could be open discussion there are
several items to be brought up  on the ccr's and I am sure you will be given equal time to bring
up your idea's
I webmaster Murray Gibbs highlighted all 9 items in the C&BLs.  I then sent a copy of the
highlighted C&BLs to every Executive Committee Members.  Thus there should be no excuses for
any Executive Committee Member not knowing the 9 items (loop holes).

FYI,

I sent email out to all our members reminding
them to either register at the Hotel.  Also
to send in their Registration Forms if that
have registered at the Hotel.

Many of our members have done both.  I see so
of our EC members have contacted members about
the Reunion.  

Coop said he will not be able to come this year.
Harold Hicks said he would come if his wife can
have a vacation then.  

All we can do now is call those who we have phone
numbers of and encourage them to come.

Question: If the "President"  of our Association "finally" has a working email

I totally agree with you.  

During the summer I gave him different plans of actions
regarding his email address.  Sometimes you have to change
what you doing buy another computer and establish another
email address.  (in one ear and out the other)

He needs to learn that verbal orders need to be backed up
with written direction.  

I don't even think he views the website.  If he did he would
note that a President Message is needed on a regular bases.

Now, lets see how many email he send us.

BTW,  I responded to his first email, I wonder how many of the
other EC Members will besides you.

I am getting a little confused.

I get a list from Velma for the Hotel
then I get a list from Velma for 2015
Reunion Registration Forms.

Thus I need a little more clarification on lists.
Plus, I have never gotten a list from Dave Huser
on Registration Forms.

I hope someone created a spreadsheet showing who
has registered at the Hotel and who have sent in
their Registration Forms.

This list should be parallel to the Attending List
on the website.

- Have you not been to a funeral since Vietnam?
- Have you not attended a high school or college graduation for your child or grandchild since
Vietnam?

Our Commanding Officer’s widow, the widow of a General who was not only a Vietnam veteran,
but our leader, will be in attendance.

Let’s have an informal evening for fun attire - I really like the idea of either 60’s garb or even a
